An apparatus and a method for frame interpolation based on motion estimation are provided to prevent picture quality from being deteriorated when an image frame source is outputted by converting a frame rate of the image frame source according to a frame rate of an appliance outputting the image frame. A motion vector estimating unit(110) estimates a final motion vector of a block within a predetermined frame. A motion vector post-processing unit(120) makes the estimated final motion vector smooth. A motion error concealing unit(130) conceals an error due to discontinuity among blocks having the smoothed final motion vector. The motion error concealing unit reduces the deterioration of picture quality through non-linear filtering if the discontinuity occurs.
