PROBLEM TO BE SOLVED: To solve the problem that it is impossible to obtain a desired magnetic flux density pattern for a developer peeling area only by an oriented magnetization during molding, so that the trouble such as ghost is caused, resulting in low image quality. SOLUTION: The magnet roller is obtained by a manufacturing method including a step (A) and a step (B) following the step (A). Specifically, in the step (A), the magnetic pole of the developer peeling area right after molding has the same magnetic polarity as that of two magnetic poles adjacent to the developer peeling area, and the minimum value of the magnetic flux density of the magnetic pole of the developer peeling area right after molding is made larger than 8mT but equal to or smaller than 30mT. In the step (B), the magnetic pole of the developer peeling area has the same magnetic polarity as the two magnetic poles adjacent to the developer peeling area, and the minimum value of the magnetic flux density of the magnetic pole of the developer peeling area is made equal to or smaller than 8mT.
