PROBLEM TO BE SOLVED: To enable a third person to confirm, before a message inputted by a user is disclosed to all users, error of the message or an inappropriate description and correct the message. SOLUTION: A message input and output part 18 accepts a message inputted to an electronic bulletin board by a user. A delay time calculation part 14 sets, based on user attribute information of users belonging to the electronic bulletin board, a disclosure delay time of message to each user. A disclosure delay time different from that for other users is set to a partial users. A disclosure delay part 16 performs setting so as to successively disclose the message to corresponding users according to the set disclosure delay time, and the message input and output part 18 transmits an e-mail showing the disclosure to the user concerned.
