PROBLEM TO BE SOLVED: To provide a nonviscous and flexible laminate which has an elastic layer made of heat-resistant rubber, a primer layer which is easy to coat and suppresses thermal deterioration of the elastic layer during processing, and a release layer made of fluorine-based resin, a fixing member using the same, a fixing device, and an image forming apparatus. SOLUTION: The laminate (in a roll shape or belt shape) is formed by providing a first layer 23b made of the heat-resistant rubber (for example, silicone rubber, fluororubber, fluorosilicone rubber, etc.), a second layer 23c formed by incorporating adhesion resin consisting principally of fluoride resin and an organic magnetic body (for example, a high-spin organic molecular magnetic body, an organic metal complex magnetic body, an organic heat-treated body magnetic body, etc.), and a third layer 23d consisting of fluororesin.
