<P>PROBLEM TO BE SOLVED: To provide a device for confirming a handling person based on biometrics authentication without preliminarily registering any information in a database managed by the others, and for performing access to the database about a person to be handled only when the ID of the person to be handled is confirmed. <P>SOLUTION: An IC card main body is made to store biometrics information and password information, and in using the IC card, the biometrics information is directly read from the user principal, and the user principal is made to directly input a password. Then, the biometrics information and password information read from the IC card main body are compared with the biometrics information directly read from the user principal and the password input information input by the user principal so that it is possible to confirm and authenticate the user principal.
