<p><P>PROBLEM TO BE SOLVED: To solve the problem wherein a communication device which builds up a network first serves as a master in a communication system in which communications are maintained between a master communication device and a slave communication device, so that a communication device suitable for a master communication device does not necessarily serve as a master communication device. <P>SOLUTION: A communication device that participates in a network later transmits a restart request when it detects a master communication device, shifts to a restart state when receiving permission for a restart, and transmits a master inquiry ahead of a communication device that has been a master.
