PROBLEM TO BE SOLVED: To provide a method of improving soil in land to develop the land by improving soil for reuse without discarding the soil existing in the land, and to provide a soil improving device installed adjoining or in the vicinity of the developed land in carrying out the land development method to improve soil in the developed land for reuse without carrying soil existing in the land to a remote place or carrying in improved soil from a remote place. SOLUTION: In this land development method, development soil is separated from the developed land, and the separated development soil and fluororesin are mixed and kneaded in or near the developed land for improvement, and improved soil is back-filled into the developed land. The soil improving device 1 comprises a measuring instrument 2 for weighing the development soil, and a kneading machine 5 for heating and kneading fluororesin and the development soil measured by the measuring instrument.
