<P>PROBLEM TO BE SOLVED: To provide a catalyst for manufacturing chlorine by oxidizing hydrogen chloride with oxygen or for oxidizing carbon monoxide and/or unsaturated hydrocarbon with oxygen, the catalyst being excellent in lasting oxidizing activity. <P>SOLUTION: A ruthenium compound is contacted with a gas, which contains water vapor but does not substantially contain hydrogen chloride and chlorine, to produce an oxidizing catalyst. As the ruthenium compound, a ruthenium compound-carrying compound carrying a ruthenium compound is preferable.
