PROBLEM TO BE SOLVED: To provide a pebble-bed fuel and a method for manufacturing it which make it possible to make sure of the position of a core formed by mixing coated fuel particles and graphite powder and pressing them. SOLUTION: The pebble-bed fuel is composed by including the core made by mixing the coated fuel particles and the graphite powder and pressing them, a boundary layer allowed to coat the outer surface of the core and consisting of boundary layer materials whose X-ray transmittances are different from that of graphite and a crust layer allowed to coat the boundary layer and made of graphite powder.
