PROBLEM TO BE SOLVED: To provide a bubble-generating device which is applicable to any equipment, improves efficiency in generating bubbles, and reduces a pressure loss of a liquid. SOLUTION: The bubble-generating device is provided with; a bubble-generating part 4 which generates bubbles in a liquid in a Venturi tube 100; a liquid-inflow part 3 which makes a liquid flow into the bubble-generating part 4; and a liquid-outflow part 6 through which a liquid passing through the bubble-generating part 4 flows. In the bubble-generating part 4, bubbles are generated due to cavitation.
