The arrangement has a lifting device (1) with a plunger (3) which separates a cavity in a hollow cylinder (2) into two chambers (7,8). The chambers are connected with one another over a bypass, where gas flows from one chamber to the other chamber via the bypass. The chamber has a pressure control valve for a surrounding area where the propulsion gas cannot be produced by a propulsion gas generator (9).
