A system and a method for verifying connectivity of upper layers by expanding a link management protocol are provided to verify connectivity of an IP layer and an MPLS layer through expansion of a link management protocol when a routing protocol is not used in a QoS-guaranteed broadband convergence network. An IP connectivity verifying unit(810) verifies connectivity of an IP protocol layer for an adjacent node by using a link management protocol. A test start message processing unit(830) generates and processes a connectivity test start message requesting testing of connectivity of an upper layer. A connectivity test message processing unit(840) generates and processes a connectivity test message transmitted through a data channel for testing the connectivity of the upper layer. A test termination message processing unit(860) generates and processes a test termination request message requesting terminating of the testing of the connectivity of the upper layer.
