An image management device and an image display device are provided to visually and efficiently manage image data. An image information memorizing unit(210) memorizes image information corresponding to picked-up image data. A cluster management unit(230) manages the image information by a hierarchical cluster formed as clusters of plural layers which fix a structure up to a certain layer between the top layer and the bottom layer. The image information includes position information of a pickup place of the image data. The cluster management unit(230) manages the image information according to relative distance based on the position information.
