PROBLEM TO BE SOLVED: To start ISC (idle rotational speed control) at correct timing in the case of stopping a vehicle at an uphill slope. SOLUTION: In the idling control device, conditions for exercising the ISC are established and the ISC is exercised in the case when the sum point of an acceleration point and a speed point is at least a specified determination value. In this case, the acceleration point is increased as the accelerator manipulated-variable is decreased, and the speed point is increased as engine speed (or vehicle speed) is decreased. Thus, in the case of stopping the vehicle at an uphill slope, even though the accelerator manipulation-variation is a little large (even though it falls short of a conventional determination value), the ISC can be started, at the time when the engine speed (or vehicle speed) is decreased to some extent, and the sum point of the acceleration point and the speed point reaches the determination value or higher. Thus, the ISC can be started at correct timing earlier than conventionally is, and the engine speed is inhibited from dropping prior to the start of the ISC to cause insufficiency in the torque.
