PROBLEM TO BE SOLVED: To provide a hydrophilic composition to be used for forming hydrophilic film with excellent stainproofness and antifoggingness and also even higher frictional resistance, and to provide a stainproof and antifogging hydrophilic member bearing such hydrophilic film. SOLUTION: The hydrophilic composition comprises (A) a hydrophilic polymer composed of structural units of the general formula(I-b) and having a functional group of the general formula(I-a) on the polymer chain end and (B) an alkoxide compound of an element selected from Si, Ti, Zr and Al. In the formulas(I-a) and (I-b), R<SP>1</SP>to R<SP>4</SP>are each H or a≤8C hydrocarbon group; m is 0, 1 or 2; Y is a bivalent linkage group having e.g. -CO<SB>2</SB>-, -NHCO-; L is a single bond or n-valent organic linkage group; n is an integer of 1-4; and A is a hydrophilic group. The hydrophilic member having hydrophilic film on the surface is obtained by coating a substrate with this hydrophilic composition followed by heating to effect film formation.
