PROBLEM TO BE SOLVED: To provide a polymer and a cosmetic composition having a high conditioning effect. SOLUTION: The polymer comprises a constitutional unit corresponding to (meth)acrylamide and/or (meth)acrylate (A) having a hydrophillic property, a constitutional unit corresponding to a monomer (B) containing a polysiloxane group and a constitutional unit corresponding to an anionic monomer (C), as the principal components. The polymer, based on the total polymer weight, comprises: 40-99 mass% of the constitutional unit corresponding to the monomer (A); 1-40 mass% of the constitutional unit corresponding to the monomer (B); and 0-20 mass% of the constitutional unit corresponding to the monomer (C).
