PROBLEM TO BE SOLVED: To provide a method for efficiently producing an optically active norbornyl or substituted norbornyl phosphate. SOLUTION: This method for producing the optically active norbornyl or substituted norbornyl phosphate represented by the general formula (3) (R1and R2are each a hydrocarbon group representing an alkyl group, a cycloalkyl group, an aralkyl group or an aryl group, or, when R1and R2together form a ring, R1and R2are each an alkylene group or a substituted alkylene group) is characterized by reacting norbornene or a derivative having the skeleton with a secondary phosphate represented by the general formula (2): HP(O)(OR1)(OR2), wherein an optically active ligand L and a group 10 transition metal are used as a catalyst.
