PROBLEM TO BE SOLVED: To provide a method for efficiently producing an optically active norbornyl or substituted norbornyl phosphate. SOLUTION: This method for producing the optically active norbornyl or substituted norbornyl phosphate represented by the general formula (3) (R<SP>1</SP>and R<SP>2</SP>are each a hydrocarbon group representing an alkyl group, a cycloalkyl group, an aralkyl group or an aryl group, or, when R<SP>1</SP>and R<SP>2</SP>together form a ring, R<SP>1</SP>and R<SP>2</SP>are each an alkylene group or a substituted alkylene group) is characterized by reacting norbornene or a derivative having the skeleton with a secondary phosphate represented by the general formula (2): HP(O)(OR<SP>1</SP>)(OR<SP>2</SP>), wherein an optically active ligand L and a group 10 transition metal are used as a catalyst.
