PROBLEM TO BE SOLVED: To avoid a generation of a connection refusal and to increase a communication efficiency, in a radio communication system. SOLUTION: A partner terminal information table 15 stores the information for connecting to the partner terminal. A confirmation message preparing portion 16 transmits an existence confirming message to each partner terminal registered in the partner terminal information table 15. A response monitoring portion 17 monitors a presence and an absence of the response from each partner terminal. A ranking managing portion 18 carries a deletion ranking of the partner terminal which has not been able to receive the response. A table update portion 19, once it receives a connection request from a new terminal while the partner terminal information table 15 is full, deletes the partner terminal with a first deletion ranking from the partner terminal information table 15 and registers the new terminal there.
