PROBLEM TO BE SOLVED: To provide an organic waste treatment system capable of sanitarily treating paper, plastic or garbage without sorting them, enhancing quality as a combustion improver or compost of dehydrated sludge of wastewater treatment discharged from a sludge recycling center, by dry powder being a product, and effectively using steam-containing exhaust gas produced in the treating process in a wastewater treatment facility like the sludge recycling center. SOLUTION: This organic waste treatment system comprises a solid organic waste treating process for drying and powdering solid organic waste serving as a raw material by a subcritical reaction by supplying saturated steam to a reactor 3; and a liquid organic waste treating process for performing water treatment 16 of the liquid organic waste serving as a raw material, and obtaining dehydrated sludge by dehydrating the treated sludge obtained by the water treatment 16. Dried powder material 14 being the product of the solid organic waste treating process, is mixed with the dehydrated sludge or dry sludge 18 being the product of the liquid organic waste treating process, to obtain recycled materials.
