PROBLEM TO BE SOLVED: To provide a membership card issuing system in which the convenience of a user is improved by omitting the time and labor when issuing a membership card as much as possible. SOLUTION: The membership card issuing system is composed of a counter 1 for counting fed game media A and a server 8 connected to the counter 1. The counter 1 has a function of counting the number of the fed game media when the game media A are fed and transmitting the counted value to the server 8 and a function of issuing a membership card B corresponding to an ID on condition that a card request signal is outputted from a card issuance request signal generation means 6 provided in the counter 1 after the game media A are fed.
