PROBLEM TO BE SOLVED: To provide a fixing apparatus and an image forming apparatus capable of attaining energy-saving, suppressing the reduction of productivity, and also, suppressing uneven glossiness and hot offset. SOLUTION: A fixing roller 72 as a first fixing member is brought into press contact with a pressure roller 83 as a pressure means through a fixing belt 71 and a pressure belt 81, then, a first fixation nip is formed. Besides, a sheet-like fixing pad 77 as a second fixing member is brought into press contact with a pressure pad 87 as a pressure means through the fixing belt 71 and the pressure belt 81.
