Provided is a polymeric electrolyte membrane for a fuel cell, which is superior in a proton transport rate by improving adhesion between a membrane and an electrode in a membrane-electrode assembly and has shape stability and low fuel permeability. The polymeric electrolyte membrane for a fuel cell comprises a polymer represented by a formula 1, wherein Rf is fluoroalkyl, fluoroalkyl carbonyl, fluoroalkyl sulfonyl, or fluoroalkyl phosphonyl having an alkyl group substituted with at least one fluorine, m is 0.01 to 0.9, and n is 0.1 to 0.99. A membrane-electrode assembly for a fuel cell includes: an anode electrode and a cathode electrode opposite to each other; and the electrolyte membrane interposed between the anode electrode and cathode electrode.
