PROBLEM TO BE SOLVED: To provide a cooling/cold insulating vessel 1, capable of retaining the temperature of a stored object in a vessel at a set value with low electric power consumption, and which moreover, can be used as a temporary storage. SOLUTION: Driving of the cooling/cold insulating vessel is carried out by two kinds of electronic cooling units which are a quick-cooling unit, and a cold insulating cooling unit, having a smaller electric power consumption than the quick-cooling unit. For quickly cooling, efficient cooling by shutting off the thermal flow, accompanying a temperature difference of the open air temperature, and the temperature in a chamber 17 is executed, by using the quick-cooling unit 56 that uses a directional thermal transmitting means 11. Then for cold insulating, the cold insulating cooling unit having a heat insulating Peltier module using an electronic cooling element with a structure of a heat insulating means sandwiched between semiconductor elements. Furthermore, intermittent drive control is performed, in which the upper limit and the lower limit for the setting temperature are set; and when the temperature inside the chamber 17 rises to the upper limit, cooling drive is executed; and when the temperature is lowered to the lower limit, driving is stopped.
