PROBLEM TO BE SOLVED: To provide an inexpensive elastic roller having high dimensional precision even if an elastic layer is thick; to provide its production method; and to provide an electrophotography process cartridge and an image forming device capable of inexpensively forming an excellent image. SOLUTION: The method produces an elastic roller, where a coating head having an annular slit opening to the inside is used and an elastic layer material is discharged from the annular slit onto the outer circumferential face of the axial center body as the coating head is relatively moved to an axial center body, so as to perform coating. The method further comprises following processes: the coated elastic layer material is hardened; a ring-shaped member capable of fitting/removing is mounted on a position at the forward position in the moving direction from the opening of the annular slit in the coating head; an elastic layer material at a viscosity of 10 to 5,000 Pa s is coated on the outer circumferential face of the axial center body by the coating head; the ring-shaped member is removed from the backward position in the moving direction from the opening of the annular slit in the coating head; and the coated elastic layer material is hardened, so as to be an elastic layer.
