PROBLEM TO BE SOLVED: To provide a tire having a stable on-ice performance without impairing the operating performance in the dry condition even in the initial period of running. SOLUTION: The tire is structured so that rubber layers having different mean rates of foaming are laid on the tread part in which the mean rate of foaming of at least the facial rubber layer (A) contacting with the road surface is made highest.
