PROBLEM TO BE SOLVED: To provide a treatment method which enables a reduction in the amount of generated sludge to obtain treated water having a higher water quality by carrying out Fenton treatment at the preceding step of fluorine and/or phosphorous treatment of chelating agent-containing water to stably form a calcium compound, and also carry out the Fenton treatment under a condition that a chemical loading and the amount of the generated sludge are reduced; and an apparatus. SOLUTION: The fluorine and/or phosphorous treatment method and apparatus of the chelating agent-containing water comprise an insoluble material formation process for acting the chelating agent-containing raw water including hydrofluoric acid and/or phosphorus with the calcium compound to form an insoluble material, a solid-liquid separation process for carrying out solid-liquid separation of the formed insoluble material to obtain the treated water, and a process for carrying out the Fenton treatment of the raw water under the presence of ferrous ions and hydrogen peroxide substantially before the insoluble material formation process, wherein the ferrous ions are generated by irradiating those with ultraviolet rays while bringing ferric ions or ferric salts into contact with a photocatalyst.
