<P>PROBLEM TO BE SOLVED: To enhance a content protection function in a digital broadcasting receiving system. <P>SOLUTION: On the basis of a loader 41A of a program file 4, developed on a storage section 310 and made executable, a monitoring process 42 and a main process 43 are transmitted to a process decoding section 212 of a digital broadcasting receiver 2 via an interface (I/F) 33 and an interface (I/F) 22. Then, the process decoding section 212 decodes the encrypted monitoring process 42 and the encrypted main process 43 by using a decoding key stored in a decoding key storage section 211.
