PROBLEM TO BE SOLVED: To provide an image recording and reproducing device capable of preventing video shake by utilizing the contrivance of a recording and reproducing system of a prescribed video recording coding system without the need for provision of a special detector and a signal processing apparatus or the like at a display side. SOLUTION: The image recording and reproducing device 1 includes: a moving picture coding section 14 for applying compression coding to an imaged moving picture; a motion detection section 12 for detecting the great shake of the imaged moving picture; a reproduction control information attachment section 13 for attaching reproduction control information to a moving picture corresponding to the great shake for performing control to reduce the shake at reproduction of the imaging moving picture when the motion detection section 12 detects the great shake; a recording section 15 for recording compression coded data subjected to the compression coding by the moving picture coding section 14 and the reproduction control information attached by the reproduction control information attachment section 13 to a recording medium; and a decoding reproduction section 16 for decoding the compression coded data recorded on the recording medium on the basis of the reproduction control information recorded on the recording medium and reproducing the decoded compression coded data.
