PROBLEM TO BE SOLVED: To provide a monitoring terminal device that prevents undetection and excessive detection by detecting detection targets correctly even when the conditions of image data from a monitoring camera change from time to time with changing natural phenomena such as sunshine and shade. SOLUTION: When single fields of image signals imaging a monitored area at predetermined time intervals are compared, the image signals are divided into a plurality of blocks and luminance is smoothed correspondingly to provide contrasts between the blocks. A threshold used in the image comparison can take a plurality of values independent of changing sunshine conditions.
