<p><P>PROBLEM TO BE SOLVED: To provide a system enabling a licensed user to certainly use a seat. <P>SOLUTION: When a registration machine 1 is a ticket vending machine, a user 2 inserts an IC card 3 to the registration machine 1 and selects whether or not use license data are recorded and in the case of recording it, the registration machine 1 deducts a predetermined amount of money from a charge fee of the IC card 3 and records the use license data on the IC card 3. The user 2 gets on a train 4 while carrying the IC card 3 and contacts the IC card 3 with an R/W device 6 of an opening/closing type seat 5.
