PROBLEM TO BE SOLVED: To provide a filtering medium, which can impart flame retardancy and, at the same time, can avoid stickiness and looseness of the filtering medium upon moisture absorption of a flame retardant, does not produce formaldehyde, and does not emit any odor inherent in the flame retardant, and a filter. SOLUTION: This filtering medium contains flame retardant particles comprising a flame retardant covered with a silicon compound-containing covering agent. The content of the flame retardant excluding the covering material is 10 to 50% by mass based on the total mass. Another embodiment is exemplified with a filtering medium comprising flame retardant particles comprising a flame retardant covered with a silicon compound-containing covering material, the content of the flame retardant particles covered with the covering material is 15 to 50% by mass based on the total mass.
