<p>A transmission time determining part (201) and a jitter determining part (202) use transmitted/received packets to determine a transmission time and a jitter, respectively. A redundancy communication (FEC) system maximum-jitter determining part (203) calculates the maximum jitter in a case of employing the FEC system, while a retransmission communication (ARQ) system maximum-jitter determining part (204) calculates, from determined information, the maximum jitter in a case of employing the ARQ system. A packet control part (205) selects, based on calculation results of the FEC maximum-jitter determining part (203) and ARQ maximum-jitter determining part (204), a communication system of the two systems that has a smaller expected maximum jitter.</p> |
