PURPOSE:To easily realize development even by a person who has little knowledge in a design and programming by editing and outputting work flow information, system flow information and program specification information in accordance with work specification information. CONSTITUTION:Work specification information is edited by a graphic screen, a check 8 of consistency of work flow information 13 is executed, and the work flow information 13 is edited directly from the graphic screen. Subsequently, the edited work flow information is converted 9 to rough system flow information 14, this rough system flow information 14 is converted 10 to system flow information 16, and this system flow information 16 is edited directly from the graphic screen. The edited system flow information is converted to program specification information 18. In such a manner, a process extending from a system design to programming can be automatized, technical knowledge of a design and programming becomes unnecessary, and the improvement of productivity of a software development can be contrived.
