A system and a method for electric power monitoring are provided to facilitate maintenance and repair by automatically recognizing a lower terminal through information of the lower terminal provided to a communication relay device to reduce engineering works in constructing an industrial system. A system for electric power monitoring includes a plurality of lower terminals(41,42), an upper monitoring apparatus(20), and a communication relay apparatus(30). The plurality of lower terminals(41,42) has specific device addresses respectively, and measure, monitor, and control an operational state including a power state of monitoring object devices. The upper monitoring apparatus(20) monitors overall operational states of the plurality of lower terminals(41,42). The communication relay apparatus(30) collects measuring, monitoring, and controlling point data from the plurality of lower terminals(41,42) in real time to have databases recombined by categories, and provides measuring, monitoring, and controlling point databases of the lower terminals(41,42) to the upper monitoring apparatus(20) through a representative address representing the lower terminals(41,42).
