摘要 <P>PROBLEM TO BE SOLVED: To keep the system frequency to at least the target value, and to enable highly accurate control which will not cause over-frequency, even when it is applied to for an electric power system of low system capacity. <P>SOLUTION: A central processing unit obtains reactive power outputs of respective generators, and reactive consumption powers and bus line voltages of respective loads in a steady state (S110). If an accident occurs (YES in S120), the bus lines of the respective loads are obtained, a condition of drop amount control condition expression is satisfied, based on an initial reactive power output P<SB>G0M</SB>of drop-off power M which is stored before the occurrence of the accident, initial reactive consumption power P<SB>L0j</SB>of the respective loads, initial bus line voltages V<SB>0j</SB>of the respective loads, and bus line voltages V<SB>j</SB>of the respective loads which are stored after the power supply is cut off, and a shut-down load for controlling the maximum frequency drop amount is selected, on the basis of the drop amount control condition expression for calculating a combination where the sum &Sigma;P<SB>C0j</SB>of the initial reactive consumption powers of the shut-down loads is made minimum (S130).
