PROBLEM TO BE SOLVED: To realize a dielectric layer satisfying transmittance, voltage-withstanding performance and a dielectric constant without containing lead, restraining discoloring or the like, as well as to realize a plasma display panel with excellent display quality. SOLUTION: In the plasma display panel with a front face plate 2 having a display electrode 6, a dielectric layer 8, and a protective layer 9 formed on a front face glass substrate 3 arranged in opposition to a rear face plate having an electrode, a barrier rib and a fluorescent layer formed on the substrate, and forming a discharging space by sealing the surroundings, the display electrode 6 contains at least silver, the dielectric layer 8 is structured of a first dielectric layer 81 containing bismuth oxide covering the display electrode 6, and a second dielectric layer 82 containing bismuth oxide covering the first dielectric layer 81, and a content of the bismuth oxide of the second dielectric layer 82 is set smaller than that of the bismuth oxide of the first dielectric layer 81.
