PROBLEM TO BE SOLVED: To provide an apparatus for activating fuel oil designed to make the direction of line of magnetic force, magnetic circuit formation and magnetic flux density most preferable in consideration of magnets arranged outside a transport pipeline and their magnetic poles configuration relative to fuel flowing through the transport line. SOLUTION: The apparatus 1 has the following construction: The outer circumferential surface of the fuel transport pipeline 4 constituted of a nonmagnetic material is fixed with a combination of multiple pairs of partially cylindrical permanent magnets 3 composed of partially cylindrical permanent magnets with N-poles on the pipeline 4 side and S-poles on the opposite side and partially cylindrical permanent magnets with S-poles on the pipeline 4 side and N-poles on the opposite side, and the outer circumferential surface opposite to the above is furnished with a cylindrical yolk 6, and the above combination is mutually connected in the direction of the fuel's flow through the pipeline 4 in such a way as to be surrounded by the pipeline 4 and the cylindrical yolk 6.
