PROBLEM TO BE SOLVED: To accomplish a wireless short messaging system using one or more information transmission/reception beacons. SOLUTION: In a wireless short messaging system, information beacons or beacons 14a<SB>1</SB>, 14a<SB>2</SB>, 14b<SB>1</SB>-14b<SB>4</SB>, 14c<SB>1</SB>which function as store and forward device operable in a corresponding local operating region communicate with terminal devices P<SB>1</SB>, P<SB>2</SB>that are located within the local operating region. Short messages can be "private" messages wherein only specified recipients are permitted access, or "public" messages whose access is not limited to specific users. A message stored in a beacon can be retrieved by a recipient when the recipient's presence in the operating range is detected, whereupon the beacon will wirelessly transmit the message to the recipient device.
