<p><P>PROBLEM TO BE SOLVED: To try reduction in the amount of codes for encoded data of images over and over again and to try reduction in the amount of codes for each frame of a moving image without deteriorating an image quality because of recompression. <P>SOLUTION: In response to a code stream deletion instruction, a temporary code stream deletion processing unit 1010 performs temporary code stream deletion processing to rewrite tag information so as to exclude partial code streams of encoded data from an object to be decoded. Temporary code stream deletion for each frame of a moving image is also possible. In response to an undo instruction, a restoration processing unit 1011 returns the temporarily deleted code streams or frames to the object to be decoded by recovering the tag information rewritten by the temporary code stream deletion processing.
