The ECC (20) makes the decision of approach of the head rest front portion (12) to the occupant head according to an absolute capacitance change with respect to a reference electrostatic capacitance value of the electrostatic capacitance sensor (14). Alternatively, the ECC (20) makes the decision that the head rest front portion (12) has approached to the occupant head according to the change amount of the electrostatic capacitance value of the electrostatic capacitance sensor (14).
