PROBLEM TO BE SOLVED: To provide a means capable of being in contact with a caller making a call to a mobile wireless terminal in a use inhibit area by a method other than using a mobile wireless terminal whose power is interrupted. SOLUTION: A database 11 of a base station 10 registers a gate 30 arranged in the speech inhibit area and information associated with the speech inhibit area. When the mobile wireless terminal A passes through the gate 30 arranged in the speech inhibit area, the gate 30 transmits a power OFF setting to the mobile wireless terminal A and transmits telephone number information of the mobile wireless terminal A received from the mobile wireless terminal A to the base station 10. The base station 10 registers the telephone number received from the gate 30 in cross reference with the gate 30. When a user C makes a call from a mobile wireless terminal C to the mobile wireless terminal A, the base station 10 confirms that the mobile wireless terminal A stays in the speech inhibit area at present and the power of the mobile wireless terminal A is turned off, makes no access to the mobile wireless terminal A but gives the user C about the information of the speech inhibit area wherein the mobile wireless terminal A stays.
