<P>PROBLEM TO BE SOLVED: To provide a wire inserting implement for preventing the fall of a panel, which enables one arbitrary panel of a sound insulating wall constituted by attaching a plurality of steps of sound insulating panels to be easily detached from a fall preventing fire. <P>SOLUTION: In the sound insulating wall, the plurality of vertical steps of sound insulating panels 2 and 3 are attached between H-shaped cross-section supports 1 and 1 which are erected at predetermined intervals. The wire inserting implement K1 for preventing the fall of the panel is attached to each of the panels 2 and 3 of the sound insulating wall so as to allow the insertion of the fall-of-panel preventing wire W.
