PROBLEM TO BE SOLVED: To provide an optical recording device which can prevent misalignment of picture elements in every printing mode different in exposure scanning speed, to thereby improve image quality, and to provide an image forming device. SOLUTION: The optical recording device is formed of: a ROM for holding the plurality of printing modes different in exposure scanning speed and resolution; a writing control section for starting optical recording control by optical beams at writing starting timing corresponding to the resolution and the exposure scanning speed in every set printing mode according to the change of the operation condition by CPU; and an image forming means for actualizing a latent image optically written by the writing control section to form an image.
