PROBLEM TO BE SOLVED: To provide a low-cost optical sheet which is superior in manufacturing efficiency, and to provide a manufacturing method of the optical sheet. SOLUTION: The optical sheet is constituted so that a Fresnel lens shape serving as an incident surface and a convex cylindrical lens shape serving as an emission surface are formed, respectively on a half side of a resin substrate of refractive index n1 and on the opposite side of the resin substrate; a resin material of refractive index n2, different from the refractive index of the resin substrate, is filled in a boundary recessed part between lens parts of the convex cylindrical lenses which are adjacent to each other; and a light diffusion plate is stuck to the resin substrate so as to integrally laminate via the resin material, wherein a luminous flux made incident from the fresnel lens side is reflected totally at the interface of the filled resin layer of refractive index n2 with the convex cylindrical lenses.
