<P>PROBLEM TO BE SOLVED: To carry out automatic setting of a parameter required for radio communication provisionally based on the parameter acquired from another station device in neighborhood. <P>SOLUTION: Paired base station identifier reported from a nearby base station device, and a downward scrambling code are acquired. Based on the acquired content, a downward scrambling code, which is not overlapped, is set for a new base station device.
