PROBLEM TO BE SOLVED: To provide a fine air-bubble generating device which enables a discharge of only fine air bubbles, reduces a pressure loss of a fluid, and reduces noises produced when fine air bubbles are generated. SOLUTION: The fine air-bubble generating device is provided with a container 1 having a space capable of producing a rotational flow, a pressurized liquid inlet 2 provided at a side surface of the container 1 so as to guide a pressurized liquid producing the rotational flow inside the space 200, into the container 1, a gas suction port 5 provided on one bottom face 3 of the container 1 so as to guide a gas into the space 200, a liquid suction port 6 provided on the other bottom face 4 of the container 1 so as to guide a liquid into the space 200, and a gas-liquid mixture discharge port 7 provided on the container 1 so as to discharge a gas-liquid mixture where the gas and the liquid are mixed from the space 200 to the outside.
