PROBLEM TO BE SOLVED: To compulsorily form a communication path if ringing continues a certain time even if a user is in the room, and to record a message from a concierge's room. SOLUTION: A house information panel 40 is connected to a master unit 20 in the concierge's room, if communication operation is performed according to ringing from the master unit 20, switches a switching circuit 45, and forms the communication path. It is provided with a timer 46 which measures a predetermined time from start of the ringing from the master unit 20 in the concierge's room, if it is determined that the predetermined time elapses, switches the switching circuit 45, and forms the communication path. It is also provided with a communication unit 43 connected with the switching circuit, and a recording unit 47 connected with the communication unit, if the predetermined time elapses and the switching circuit is switched, a voice output from the communication path is recorded by the recording unit.
