PROBLEM TO BE SOLVED: To provide an electric double-layer capacitor, and a method of manufacturing the same capacitor for achieving reduction in manufacturing cost. SOLUTION: In a membrane, a positive electrode 2a and a negative electrode 2b are alternately arranged with a gap kept on a separator 3. The separator 3 is bonded to a separator 7 from the upper side thereof to cover the electrode 2. The first to fourth lines of the membrane are bent like bellows at the boundaries of each line to alternately generate top bending portions and bottom bending portions, after the membrane is bent at the boundary of the first and second lines.
