PROBLEM TO BE SOLVED: To secure terminal functions, to prevent program from being broken, even by the negligence of an operator, and to automatically restore the program in the on-line rewriting of a boot program. SOLUTION: A boot program core 1C and boot program main bodies 1A and 1B and a check sum are written in a flash ROM; and a program main body 1A copied on an RAM receives a new boot program and a new check sum, and confirms the validity (S3), and erases a program body 1B and the check sum (S4), and rewrites this section with a new boot program and a new check sum (S5), and erases the program main body 1A and the check sum (S6), and rewrites this section with the new boot program main body and the new application sum (S7). A boot program core 1C includes determining the validity of the program main body 1B when abnormality is detected in the program body 1A, and copying the program main body 1B to the program main body 1A.
