<p><P>PROBLEM TO BE SOLVED: To provide an apparatus for removing a toxic substance which is made compact and the initial cost and running cost of which are reduced. <P>SOLUTION: The apparatus for removing the toxic substance is provided with a removal unit 25 formed by layering a plurality of porous membrane elements 26, vertically in multiple stages and connecting water flow passages of porous membrane elements to one another in series. Water 32 is made to flow in series from the porous membrane element 26 on the upper stage side to that on the lower stage side and the toxic substance-containing water is discharged from the downstream side of the removal unit 25. Since an ion exchange resin, the incidental arrangement of a water circulation pump and their maintenance are not required, the apparatus for removing the toxic substance can be made compact and the initial cost and running cost of this apparatus can be reduced. Since the toxic substance has high solubility in water, is apt to dissolve in water 32 and has high allowable ion concentration in water, when the amount of water to be discharged is set to keep the allowable ion concentration of the toxic substance in water, the cleaning of contaminated air A2 can be continued by a small amount of water to be discharged.
